Project Overview
Route 8 Design Build is a project administered by the Connecticut Department of Transportation (CTDOT), and the Federal Highway Administration (FHWA).
The project consists of design and rebuild (including resurfacing, bridge rehabilitation, and safety improvements) along the Route 8 corridor in the state of Connecticut. The corridor is from Exit 22 to Exit 13, and includes the Town of Seymour, and the cities of Ansonia, Derby, and Shelton.
Project limits are from Exit 13 in Shelton, to Exit 22 in Seymour, with project scope outlined as follows:
Exits 13 (Platt Road) to Exit 17 (Hawkins Street) — (Shelton, Derby and Ansonia)
Illumination and Incident Management System (IMS)
- Upgrades for 3.3 miles
- Upgraded LED light fixtures
- New light standards and foundations
- Underground circuitry
Exit 15 (Route 34) to north of Exit 22 (North Main Street) — (Shelton, Ansonia & Seymour)
Pavement rehabilitation on Route 8 for 6.5 miles northbound and southbound
- Repairs to concrete pavement base
- Roadway resurfacing
Bridge rehabilitation
- Eleven minor bridge rehabilitations
- Deck patching, waterproofing, and overlay
- End block reconstruction Manual of Assessing Safety Hardware (MASH), a testing procedure
Drainage
- Rehabilitation of deteriorated metal pipes below the roadway
- Replacement of underdrains
Safety improvements
- Replacement of roadway guiderail to current MASH-compliant standards (Manual of Assessing Safety Hardware, a testing procedure)
Multiple Municipalities
- Cities of Shelton, Derby & Ansonia
- Town of Seymour

The project was awarded to Empire Paving, Inc. through design-build procurement method.
